Pence was well thought of among evangelicals and in DC/establishment circles. Trump had never been in government and really didn't know how it all works. To fill all the cabinet and other roles he admits he relied on others too much as he kind of had to.
This time, and it is one reason I believe he has been largely laying low, I believe he will come in guns ablazing. He knows how it works, he knows who he wants, and he knows how to get it done.
