I am perplexed how they read intent into the act. I’m also surprised they didn’t also take into account the contact / proximity of the defender in why this occurred. But perhaps, I don’t understand the changing rules. As a fan the only thing harder to figure out then the new names each year is emphasis on how rules are to be interpreted.
