TV timeouts to only 3 per half at 15, 10, 5 and give each coach back a 30 sec TO.

And if they wan to review stuff they they need to have an extra guy assist like football does. If the ref thinks something might be close, you wait restarting play for 10 seconds to give the sideline guy a moment.
Grill, Bate OOB among others would not have happened.
