I don't understand how a ref can see a play, call a foul on the defense, and then under review, it turns out it's not only a foul on the offensive player, but a flagrant foul.

I suppose I can understand video showing a ref something he didn't see (whatever the flagrant was).

But then the appropriate thing to do would be to have a common foul on the defense and a flagrant on the offense.

The ref saw a foul in real time, and called it.

Please explain why this message is being reported.
