Minimum and its output would be a gigantic, well foot noted report that would state “while mistakes were made and in some instances proper procedures weren’t followed, there is no basis for any indictments”
Billions are rounding errors and government investigations into its own grift dont inspire much confidence. It would be a well funded and expertly managed theater of the absurd.
