The only offshore drilling going on in the US in federal waters is in the western/Central Gulf of Mexico and the Cook Inlet. Neither of those area were included in the ban.

"The ban doesn’t cancel any planned lease sales or shut down active development. It continues to allow drilling in the central and western Gulf of Mexico, where 97% of U.S. offshore production occurs."
It's a permanent ban but we all know it won't be permanent - not that it really matters because any oil production from those areas is decades away (if it ever happens).
