The proposal at the time was to get rid of the redshirt rule entirely and just allow for 5 years of competition instead of 4 + redshirt year. It didn't pass at the time.
I don't know if this proposal is the same or if feelings on it have changed enough for it to pass now. But before it was prior to the courts deciding they wanted to manage (ruin) college sports, so who knows what will happen.
