Advocates of big government favor huge government programs to reduce the potential of risks of diseases such as bird flu.

I was showing options that involve no government intervention or spending.

In general, I would expect you to agree that such responses by individuals would be far preferable to what is being done and what additional things are being proposed as government programs and spending to reduce such perceived risks.
