Biden doesn't care about the Victims... Democrats are the Villains so they identify with the motivation and actions of other Villains, and are always looking for justification for vile and evil actions.
In the Democratic world nobody is responsible for their own actions and acts. It's always the Systems, the Worlds, or a Conservative Persons fault, got their violent and immoral actions.
So therefore they demand sympathy and understanding for the Criminal and Evil Doer. But have none for the Victim who suffers and is scarred.
Listen to your Rank and vile Leftist and they don't even want punishment of any kind just some wild belief that pat's on the back, money, cookies, and unconditional love with fix all the problems in the criminal underworld.
While Criminals see those policies as weaknesses to be exploited and used.
