they had no choice in contributing but were promised a return?

They is the problem with a Ponzi scheme, the only way to keep it solvent is to continue funding it with new investment. If you just cut it off people who paid for decades lose what was taken from them. You cannot phase it out because without new contributions there is nothing to pay the current receivers from.
