which is what he is doing.

When he says that Gates is just a DEI hire, he is saying that Gates was hired because of his race and not because of his merits.

Maybe if Gates had not been named conference coach of the year 2 of his 3 years as a head coach and well respected assistant coach at a P4 school for many years, then maybe you could say that without it being bigoted, but that is not the case here.
