The reason for the court and field storming fines are because there have been instances where players and fans have been injured. Could lead to hefty lawsuits.
The problem is that it's hard to prevent and it was stupid of Gates to joke that he wanted to encourage it.

My big concern now is that when our WBB team upsets South Carolina in January and we storm the court, we will be in for a big fine.

(Last paragraph was a joke)
