State-CIA-DOD were on an offensive against Russia, seeking to expland western military and financial hegemony into lands long acknowledged and respected as a needed buffer between Russia and the west. Supplanting Russian energy giant Gazprom with Burisma was part of that offensive, and was directed by State-CIA-DOD (thus all the "ex"-CIA on the Burisma board).
Hunter's involvement with Burisma was part of the political graft that I am sure almost certainly accompanies any big State-CIA-DOD initiative. The Bidens were not in any way a chief architect of what was going on in Ukraine. They were involved to make sure they got their piece of the pie - a very big piece.
