Absolutely needed no.

The problem is the whole mission of the DO needs to change. To actual defense, not offense or meddling. This is probably the one area I have the most agreement with Trump, but his way of getting there I do not necessarily agree with. He, at least in the past, has advocated for a bigger military budget. We need one about half the size, focused and more effective, imo.
