Trump were in full swing. If he had said he was going to pardon Hunter it would look too obvious that Biden was putting his hand on the scale and he needed to provide cover for the left to maintain their narrative that no one is above the law as they went after Trump.

Biden knew all along he was going to pardon Hunter but was counting on that coming after trump had been ruined by his legal system and either out of the race or in jail or both. When none of that happened he said fuk it and pulled the trigger on the pardon. He knew the Trump stuff was a political hit job and intentionally misled the American people to affect the election.
