calibrated with demand in any way? Sounds like you're willing to take the risks and implications of unfettered entry and labor/people outpacing need over the security, safety, an attempt to calibrate with demand and a risk of undersupply of labor.

I'll choose the latter. I think the people of the US, Canada, Germany, the UK and just about every other country would too.
