What comes down the Keystone Pipeline could have a small effect on price. But it will take a couple of years to complete and, more importantly, deliver a pretty low quality heavy oil which is good for a lot of things but not great at producing transportation fuel. It requires a particular type of refining to be converted into transportation fuel and a ready supply of higher API gravity crude for mixing.
Gasoline prices will need to be relatively high to make it a profitable venture and not sure it's going to be all that attractive of an option in today's price environment. But pipeline companies look to the future and not today so not sure how they see the world 2-3 years out.
I was all for completing Keystone under Biden. I saw no reason not to do it, he made a mistake in cancelling - but it's not going to be a panacea for gasoline price relief.
