but we're really talking about WHICH nominees get approved. Traditionally, it is the purview of the President to get to pick who is in his cabinet and the Senate usually confirms them, with some exceptions as shown. More recently, since the country has been so divided, it has been happening a little more that people withdraw from consideration, mostly for non-partisan reasons. But partisanship should NOT be a criteria for Senate confirmation.
