I don't think the Ukraine is the appropriate target, if they retaliate. Russia likely believes they need to respond in a similar and notable manner. I suspect they don't want to be trapped in a cycle of escalatory incrementalism that Nato seems to favor. They might provide ballistic missiles to Yemen or Iran with capabilities similar to our ATACMS. They might strike directly at Nato bases in Romania and Poland, from which ISR targeting flights over the Black Sea originate. Or attack the U.S. in a more direct manner and take out our satellite ISR systems over the theater. The Biden regime probably thinks Putin won't authorize any reprisals outside the Ukraine and wait for Trump to make peace.
