Committee is overrating Big 12 teams because they don't want to get caught with their pants down having to put one of them at #4 when they are ranked #24 or not at all when they win the Big 12.

Same reason you're seeing teams like Tulane and Army crack the top 25. If Boise were to slip, you want to have someone look worthy of the spot. Even know Tulane got run off the field by an Oklahoma team who hasn't scored more than 20 points on offense against an SEC opponent.
