The people in them struggling financially?
Is there a lack of jobs?
Is crime a major issue?
Is there a housing shortage?
Is there a homeless problem?
Are there tons of illegal immigrants causing strains on the community resources?
Is education a problem?
Is access to healthcare a problem?
Are the people nice people that care for their neighbors regardless of their race, religion, personal beliefs and respect their freedoms?

If you personally know which counties are experiencing this, which counties should he target to fix?
