he won the popular vote because more people voted for him, which I know isn't the answer you're looking for.

Trump is so much more polarizing than Bush that he motivates people to vote against him. Of course, there exists the possibility that some who wouldn't have voted have decided to vote for Trump, but I don't think it's enough to offset those who hate him.
