Will the US Strategic Petroleum Reserve be back to its full level?

The US Strategic Petroleum Reserve (SPR) may never be back to its full level of 638 million barrels (mb) even in 10-15 years from now if ever. A simple calculation will show why. Since coming to the White House, the Biden administration withdrew a reported 288 mb from the SPR to use to depress oil prices reducing the SPR level to 350 mb.
