negotiations. It is doubtful Iran would target the US battery that mans a purely defensive weapons system and risk escalating the conflict even further

It also buys time as Iran tries to figure out how to counter the THAAD's capabilities and not (once again) waste valuable missiles that are intercepted before reaching their target.

Please explain why this message is being reported.
