That requires a specified number and times for debates, the specifics of each or any debate will be used as negotiating leverage for the candidate in the lead at the time.

I think something like requiring at least two debates, both before any early voting happens, with each candidate getting to select a debate venue and debate moderators would be a good idea.

If they want three or more debates, they can work that out themselves.
