They don’t get to choose where SSP funds are spent.
Congress doesn’t give agencies a bucket of money to spend wherever they want.
Congress gives agencies several buckets. The money in each bucket can only be spent on what Congress says the bucket is to be spent on.
FEMA can’t spend SSP money on other things. FEMA can’t spend disaster relief money on other things. They are each specific programs, with specific funding for each program, each allocated by Congress.
