Your post seemed to be making an excuse for why they aren't helping the victims of this tragedy as they've helped victims of similar natural catastrophes... essentially, 'We can't because we don't have enough money in the pool we're funding'... 'Not our fault.'

I'm calling that out as a BS excuse.
