More and more people are moving near the coasts where they tend to hit, however, and there are a lot more homes and businesses & other infrastructure in harm's way now compared to years ago.
"Man-made" climate change is a hypothesis in dispute.
There are also very high costs associated with trying to reduce carbon emissions... and there is some dispute about the hypothesis that carbon in the atmosphere is having a substantial effect upon climate.
There is also substantial evidence that the government heavily skews the studies by funding only the scientists who will agree with their agenda that we are experiencing anthropogenic climate change, and punishing those that don't agree with them:

A number of economists have also examined the costs vs benefits using the data of the scientist proposing anthropogenic global warming & have concluded that countries would get far more bang for their bucks and save far more lives by spending that climate change money elsewhere.
Bjorn Lomborg discussed the economists' conclusions in one of his videos. Not sure if these go over that info, but they're along the same lines.
