The FBI issued and unfunded mandate that departments use a new reporting system. This is right in line with the requirements that departments use body cams and grant dollars were given for the purchase of that equipment. No money was given to agencies to bolster the IT support services in both staff and infrastructure and no money was given to pay for the secure data storage with an off-site 3rd party (which is where the real money is to be made) and departments chose to NOT implement body cameras.

So the FBI implemented a new reporting system and agencies have not had the budgets to upgrade the technology to meet the new requirements.

It's not difficult to understand why crime is being underreported. Why are you being so stupid?

Please explain why this message is being reported.
