10% of those contacted refuse to participate would be far more reliable than one that had 50% hang up on them.
It is possible, perhaps even very likely, that those refusing are not a representative sample of the voting population. It could be heavily skewed.
In this case, Trump supporters are, on average, much more likely to be cynical of pollsters, the media, etc. than are Kamala supporters.
If 50% of Trump voters declined to be interviewed and only 10% of Kamala voters refused to participate, the results of the survey would be wildly off. But using the methodology you outlined no one would be the wiser for how potentially skewed the results may be.
