Super Conferences (the BIG and the SEC) and they will break away from the NCAA if they have to.

Once those two threaten to break away the NCAA will give in, and they will agree to the best 12 teams regardless of conference.

It won't be impossible for a Big 12 team to make it once in a while, but it will be highly unlikely.
