Had access to the reports.
Does he really not know everything there is to know? You'd think Teddy the drunk would have told him after a binge weekend everything he knew.
And I think a case can be made even 60 years later that the release of the reports COULD BE detrimental to the United States. I understand the concerns and they are not necessarily partisan.
To be clear, I am in favor of releasing the information in Total. But there may be some negative fallout from that as well.
