1) Adoptive couples want infants.. not 12 year olds from foster care

2) Not enough women in the US surrendering their child for adoption at birth (opting to butcher the child rather than surrender the child)

3) International adoption getting more restrictive and expensive

3) Adopting from foster care is time consuming and invasive
