Chase is #1 by a wide margin
Franklin as a college QB is #2 - not a real great passer but his running and winning the Cotton Bowl put him up there. Had he not been hurt his SR year, he might have gotten some love for the Heisman, even.
Cook, with a good year, will be ahead of Franklin. With a great year, might slip past Chase.
After that I can't pick them. Gabbert and Lock could really throw but they were not super college QBs IMO. Smith was such an exciting runner, but, for a guy who had a really good arm, his passing was unimaginably, brutally bad. Corby had no arm strength, but still completed some important passes.
