necessary for a functioning government

The problem is that the amount of taxation is excessive. It goes to corruption, waste, fraud and abuse.

I'm working on a white paper to describe to the 13th decimal point at what percentage the waste becomes too burdensome. Forgive me but i have not completed it yet.

I should have it on your desk first thing in the morning.
