to disrupt the tank when you want to introduce a new fish to minimize any fighting or territorial battles.
If you move around rocks, plants or whatever in the tank, it disorients the fish and they are more docile & less territorial.
I'm sure that the Deep State utilizes the same strategy. Disorient and disrupt the society and they will be more docile and amenable when they start introducing new elements of The New World Order, during The Great Reset.
Flood the country with immigrants, preferably with different religious and cultural beliefs and practices. Disrupting the economic system should help as well. Boom and bust cycles with periods of high inflation alternating with periods of deflation and recession help remove complacency. Hyper inflation or depressions could help eliminate the middle class altogether. Government run medicine helps control who lives and who dies and makes the people dependent upon the government. So do government education of all of the children... great for indoctrination too. Social Security, welfare, food stamps, government subsidized housing, government loans all help in shifting towards ever more dependency upon the government. Guaranteed minimum income sounds like it may be next on the list.
Government induced destruction of money via hyperinflation should set the stage for a reset to government controlled digital money, where they will have total control over purchases, savings etc. China seems to love that option, it helps them micromanage people's lives and control them like never before.
