guarding the henhouse problems are likely to occur.

Those who *could* prevent it must have an incentive to stop it rather than to protect and hide it.

That is not the case in many of the Democratic strongholds especially in inner cities.

The federal government has shown that it is VERY reluctant to intervene in state election affairs.
