major CFB is organized into a universal "league" with 40-64 teams where funds are shared equally like the NFL. Divisions should be set up and they should be based on geography since the $ advantage to being in this conference or that conference is mitigated. You get your core games in a very convenient, driveable radius and then a regular rotation of cross division games gets you around the country for variety but reduces travel overall.
