Be more of a checkpoint. Allow people to come and go as they please as long as they bring no harm to others, get work as they please.

Then people will go through the borders, and border enforcement is easy.

the more government tries to stop something, the more workarounds there will be. See the drug war as a perfect example.

And I am just waiting to see what a Trump admin will do about that.
