He didn't fire a bullet.
He read texts from his operators, looked through his rangefinder repeatedly and then the real shooters started firing.
The counter sniper waited until all possible shots were off the chain and then shot Crooks, at which point Operation Patsy was retrieved and put into operation.
The only thing the FBI, DoJ and SS are good at is CRIME followed by publicly middle-fingering We The People in front of congress.
Shutter it all.
