propose sanctions on Germany.

But in a way, the analogy does hold, even if somewhat tenuously.

WWII could probably have been avoided if the Allied powers hadn't imposed such draconian measures on Germany that it created the suffering and social milieu that made Hitler seem palatable to enough of the German people that he was able, with the help of the Nazi Party, to muscle his way into power.

In similar fashion, NATO, and the US in particular are responsible for the war in Ukraine. The instigation of that war, however, was intentional. I don't believe that Chamberlain intentionally caused WWII.
