It does look a little sketchy, and I would assume that if it was real there would be a lot of other videos and discussion about it, but I'm no expert in evaluating the veracity of them.

The quality of the video is rather poor, of course, but videos often tend to be a bit blurry when slowed down or stopped.

Please explain why this message is being reported.
