She can't say that she pawned responsibility on that area to the locals and then claim that it was their fault.
It was the SS responsibility to verify that anyone they had as helpers were adequately staffed, trained and supplied with the necessary equipment. They were also responsible for verifying that they were in their positions and were adequately staffed prior to and at the time of the event.
