He talked plenty about policies, but he did so in code so that lots of people wouldn't notice or understand. He does have a knack for taking controversial, terrible ideas and making them sound reasonable.

E.g., "we will send our kids to war only when we must" equals "**** Taiwan and Ukraine", and

“We’re done sacrificing supply chains to unlimited global trade, and we’re going to stamp more and more products with that beautiful label, ‘Made in the U.S.A.’” equals "Ten percent tariffs on all imported goods."
