reelection. He had been mired in scandal after scandal and was having terrible polling numbers. A couple of those scandals involved illegal/improper fund raising. One was of selling nights in the White House to big donors. Another was Al Gore taking money from Chinese individuals and organizations at a Buddhist temple, then having the money laundered through the DNC, which was fined by the Federal Election Commission because of it.
They used all of that ill gotten money to fill the airwaves with ads. I remember laughing at them because they sounded so absurd... the Republicans are going to take away your Social Security, and raise your taxes and give it all to wealthy corporations... and seemingly everything short of coming by to kick your dog.
But it worked!
When it started, Clinton had horrible ratings, but suddenly he shot up in the polls and won the election going away despite the multitude of scandals.
