I'm just thinking that there's not really some overarching national interest in setting rules for things like prohibiting high school kids from contracting with private companies for the use of their names, image and likeness or putting limits on how much they can earn etc.
But, I'm sure that some schools will be upset and want federal help and the voters in that state may put pressure on their senators and congressmen to "do something" about their falling stature in the sports world.
It might be reasonable for them to give some sort of statutory immunity to the NCAA or the conferences to set the standards for member schools. That would be far less stupid than having the federal government set up some bureaucracy to start micromanaging such things from the federal level.
