the executive branch also thereby the head of the administrative branch of government, and that he has the authority to hire and fire the heads of all of the departments and to set the agenda of the executive branch, which they are to faithfully carry out?

He, of course, has the power and authority to issue executive orders which they are to carry out.

How is the Agenda 25 goal in that regards at odds with the Supreme Court's rulings on the president's authority?
