So Arizona has created Federal-only ballots. Their law now requires election officials to verify citizenship for those voters and forward for potential prosecution any they are unable to verify.
The Federal-only ballots are generally used, as far as I can tell, by out-of state college students and others that don’t have ready access to birth certificates or other documentation.
The Federal-only ballots are a result of Arizona’s citizenship requirement being more restrictive than the rest of the country.
