Is that there are two versions of old man Joe. If he is reading from a teleprompter, he still has enough brain capacity to pull that off, although not without reading the cues as well. When he is in a non reading situation, his brain just doesn’t function well enough to have a coherent conversation. So what do we think happens if he has to have a sit down negotiation with a foreign leader?
