Doing it all for him and then him taking credit for it as him implementing it. Otherwise 0%. And he will only take credit for it until it crashes the economy and causes a recession and other societal problem. Hopefully he has passed away by that point but if not then he will also no longer take credit for someone else doing it.

I would put it at 85% that he hasn’t read it and could not articulate many granular details of the plan.
